The following technical restrictions apply to all releases of StreetMap Premium for ArcGIS. See the License Agreement for more information.
HERE
File geodatabase format
The detailed street layers (Streets and Routing_Streets) are protected; therefore, you cannot export these layers to a shapefile or other feature class. You also cannot use any ArcGIS function that will read from the Streets or Routing_Streets Shape field and output features into a feature class (for example, buffer, intersect, and so on).
Custom Roads
If your organization has licensing to use StreetMap Premium Custom Roads in FGDB format, you may load or digitize street features into the following data layers: Custom_Streets, Custom_Streets_Override, and Custom_Turns. The network dataset can then be rebuilt, and new roads within these layers will be routable with the StreetMap Premium network. To use the network within ArcGIS Pro, ArcGIS Enterprise, or Navigator for ArcGIS, the appropriate licenses are needed.
Mobile map package format
The supported types of use are display, geocoding, and routing (network analysis). Data is not designed for supporting any other use types, and may not be exported for use in other applications.
Note:
When both StreetMap Premium for Desktop and Navigator for ArcGIS are licensed, mobile map package data (.mmpk) may be configured and clipped for use in Navigator.
New Locators
The new locators are licensed for use in ArcGIS Pro and/or ArcGIS Enterprise. In order to use the new locators in ArcGIS Pro, users must have the appropriate Esri extension provisioned for ArcGIS Pro, for example, StreetMap Premium North America. The StreetMap Premium Esri extension is available in single use, concurrent use, or named user licenses.
In order to use the new locators as a geocoding service in ArcGIS Enterprise, users must have the appropriate extension provisioned for both ArcGIS Pro and ArcGIS Enterprise. Install the ArcGIS Enterprise StreetMap Premium extension with your authorization file using the Software Authorization for ArcGIS Server Wizard prior to publishing a new locator as a geocoding service through ArcGIS Pro. Check with your organization's license administrator or Esri Customer Service if you do not have either the ArcGIS Pro StreetMap Premium extension or the ArcGIS Enterprise StreetMap Premium authorization file.
Use of the new locators in ArcMap is not supported, except when published as a geocoding service through ArcGIS Enterprise.

The Streets feature classes are protected; therefore, you cannot export these layers to a shapefile or other feature class. You also cannot use any ArcGIS function that will read from the Streets Shape field and output features into a feature class (for example, buffer, intersect, and so on).
